Unlike other irrigation projects in Nyanza Province that use pumps, the Kimira-Oluch project will apply gravitation pull to water the fields.
Works at the project site is on and will take six years to complete, but start operating in its third year.
Said the minister: "This project is a milestone and clearly demonstrates the Government's commitment to spread development programmes."
He added the ministry had requested for an additional Sh140 million from ADB to protect rivers and other water catchments to help in sustaining the project.
Mohamed, however, did not say whether the bank had shown commitment to release the added request.
The minister added the project would double incomes for about 3,000 households in the two areas and provide adequate water for communities in the scheme.
Members of Parliament, Mr Philip Okundi (Rangwe) and his Karachuonyo counterpart, Dr Adhu Awiti, ADB representative, Mr Alex Mend attended the launch. Others at the function were Regional Development Permanent Secretary, Mr David Stower, LBDA Managing Director, Mr Ferdinand Wanyonyi and LBDA chairman, Mr Zablon Olang'.
Mohamed added the Government will construct stores to reduce post-harvest losses.
"We shall facilitate exportation of farmers produce to earn them more money," he said.
Okundi and Awiti said the project would end the perennial flooding menace in the area. Further, the MPs pledged to allocate part of the CDF money to the project to ensure its sustainability.
Mend promised his organisation's support of community-based projects with direct benefits to citizens.
