Kenya Parliament wants more Rwandan ICT skills (15/12/06)

 

The Kenyan parliament is still interested in acquiring operational skills from the Parliament of Rwanda, Samuel Pogilisio, the former Kenyan Assistant Speaker, has said.

 
 
"The Rwandan parliament has taken strides in areas of Information and Communication Technology (ICT) so they are able to vote electronically," Pogilisio said.

He added: "they are ahead of the Kenyan parliament in terms of electronics. It is in this spirit that we have come to a conclusion that if a member state, a member parliament in the region has something we can learn, why learn from far away."

 

Pogilisio, who spoke The New Times on Monday 11 in Kampala, also noted that Kenya can also invest in Parliament the same way the Rwandan parliament did.

Pogilisio, who is also the Regional AMANI Forum chairman, said the warm relationship between the two parliaments has been enhanced through the interaction of parliamentary committees.

"We have a lot of exchanges (with Rwanda) both staff and Members of Parliament. The other thing is that you must realise parliaments work through committees," he said.

"We have come to a conclusion that we can learn from each other. Now, Rwanda has a lot of things to learn from Kenya too.

Pogilisio said Committees that have frequently interacted are those that deal with justice, legal affairs and governance.

He added: "House Committees, Sessional Committees and Standing Committees have had that function for a limited time. One of the greatest problems, however, is that after every election, you always lose so many MPs and that high turnover means you have to go through the same processes of training again."
