Germany gives AU Parliament $500,000 (21/11/06)

 

Germany has given $ 500000 to the Pan African Parliament (PAP) in an effort to support the Pan African Parliament Trust Fund. According to a recent statement issued by the New Partnership for Africa Development (Nepad) Secretariat, the announcement was made to the PAP members during the opening of their ordinary Sixth Session in South Africa by the Vice president of the German Parliament, Dr. Susanne Kastner.

 
 
'Dr. Kastner has announced that Germany is giving five hundred thousand American dollars to support the Pan African Parliament Trust Fund. She said the support is in recognition of new initiatives by African leaders in promoting sustainable development for their people. Such support to this parliament by Germany has been on right from the onset of this body in 2003', the release reads in part.

According to Dr. Kastner, the support would assist the PAP to speed up the process of assuming a legislative role. Currently, the PAP plays a consultative role.

'There is need for such bodies to pursue their roles effectively especially in passing bills. The role of the Parliament is to ensure that no bill that has been submitted is going to be adopted as it has been submitted. Parliament's role is to look at it and change it and improve it before it becomes a law', she said. She expressed her hope that the three-year-old Pan African Parliament will have the same capability of scrutinizing bills, especially when it assumes legislative powers.

She said the Germany government through its technical cooperation organisation (GTZ) has been providing technical support to the Pan African Parliament, adding that the cooperation goes on very well and she hopes it will continue.

'There are also other plans to strengthen cooperation between the German parliament and the Pan African legislative body. I hope to institute an exchange of staff members between the staff of the German Parliament and the Pan African Parliament. We want experts and specialists within the two parliaments to assist one another', She said.

She however, cautioned the beneficiaries of the money to put it to proper use, saying Germany attaches no strings to the support but it only wants a report on the usage of funds.

Earlier this month, the Ugandan state minister for regional cooperation Isaac Musumba revealed that the Pan African Parliament has not yet gained legislative status and urged the members to pursue the task.
