Phyllis Mihalas

Dr Phyllis Mihalas has extensive experience in Peace Operations, Civil Affairs and Stability Operations. She recently retired from the US Army with over 28 years of operational experience, primarily in Civil Military Operations including humanitarian assistance, disaster relief in multinational, coalition and United Nations missions. Prior to her retirement, she was an Associate Professor at the Joint Forces Staff College instructing mid and senior level military officers plus inter-agency personnel in national security policy and strategy along with operational and contingency planning. During that tour she developed and taught at the Ethiopian Defense Command and Staff College, Addis Ababa, Ethiopia.

She led the Contingent of US Military Observers to the United Nations Mission Ethiopia and Eritrea (UNMEE) and served the UNMEE Force Commander as the G5 Civil Military Coordination staff officer responsible for over 200 humanitarian projects to assist those within the Temporary Security Zone. At that time she developed the Quick Impact Project (QIP) process still employed by the UN missions to develop, fund and execute humanitarian assistance.

Phyllis holds a BS, History from Duquesne University; MA, Loyola College in Special Education; MS in Educational Administration, Morgan State University; MS, Strategic Intelligence with a concentration in Terrorism and Low Intensity Conflict from the Defense Intelligence College; MS in Strategic Studies, US Army War College and a PhD, Walden University in Educational Administration. She is a specialist on strategic operational planning and curriculum development in the execution of professional development across the spectrum of NGOs, private sector organisations and strategic and operational doctrine.

In addition to her academic work, Phyllis is a Managing Partner for E-Sentient, LLC a global strategic consulting company. She has written extensively on Professional Training Requirements and Strategies for NGOs and private sector organisations. Her article, “United Nations Initiatives in Training” appears in the current issue of JIPO.
